When I put Harbor of Kalani's Landing into play, do I have to choose which type of movement it negates, precisely to the battlefield or from it? Or does it negate both?

Harbor of Kalani's Landing Strategy Gold Cost: 0 Port • Terrain Negate Personalities' movement to or from this battlefield. Battle: If there is no Terrain in play at the current battlefield: Put this card into play there. You may take an additional Battle action.
