A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

The wording on Urgency is abit ambiguous as to whether it prevents reactions or not.
Urgency: Open: Each player may only take two more non-Reaction actions this phase.
Could be read that the only legal actions to be taken are non-Reaction ones and at a maximum of two more. Pretty certain the ruling would be reactions are A-Ok, but can I confirm this?
Has large impact against generated attack phases such as Aramasu's Legacy and say Naval react.

Each player may take two actions between Limited, Open and Battle actions that phase (after resolving Urgency), in any combination, and as many Reactions as he wants. The "non-Reaction" clause is just meant to exclude Reactions from the action count. Actions with other designators, however, count against the limit of 2 per player.

Urgency doesn't affect Aramasu's Legacy's attack because Aramasu's Legacy's ability creates a new phase. Urgency will only affect the phase it is played at. Therefore, actions played during the extra phase wouldn't be counted towards the limit.
Limited: Create an additional Attack Phase, during which battle resolution does not destroy defending armies or provinces and does not bow your Mantis Clan Magistrates or your attachments. After it ends, if you won any of its battles (even against no units at resolution), you may target a Personality or Holding, bow it, and negate its straightening until after your next Straighten Phase ends.

As a side note, Aramasu's Legacy action would count towards the limit of 2 non-reactions, though.
