The card Kama says that it may attach to a personality with exactly one weapon. Does this mean they already need a weapon in order for me to attach it, or can I attach it to a personality as the first weapon?

sorry, after rereading. Kama may be attached to Personality as first Weapon. Additionally it may be attached as second Weapon to Personality with other Weapon attached, even if this Personality isn't Kensai.

The text "May attach to a Personality with exactly one Weapon." allows you to ignore the rulebook requirement that a Personality may only attach one Weapon: it doesn't create a requirement that the Personality must have a Weapon.
