Messages from the Oracle of the Void #rules Discord channel, copied for Oracle of the Void. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings and the rulebooks may differ.

Unpack archive and open index.html in any webbrowser. This will grant you access to some pages of rules forum. All other (older ones) are inside other folders and only way i found is too use some search-through-text-files tool.
Does Plague of Locust refer only to the base gold cost (those with printed "0") r does it also destroy holdings that entered play with their gold cost having been reduced to 0 (i.e. Palace of Otosan Uchi, Heart of the Shinomen, etc.)

Technically, you're correct, but what an unpleasant thing to have to keep track of. Ah, old school Design!
