Your Rules for Thursday, February 3, 2005
Suitengu's Surge currently sets up a situation where reacts may be taken when it is no one's turn. Following the ruling on Tangen Sensei, does this mean that "Once per turn" reacts may be taken any number of times during that space, provided that all other conditions remain valid for the react?
No. We've already been over Suitengu's Surge. The effect counts towards whichever turn the Reaction's timing references, in this case the "next turn."
And I may have missed it, but was there ever an answer as to conflicting Surges personalities, and who is the active player for the purposes of determining the order of events?
We've already gone over order of events as well. Again, you use the turn referenced by the Reaction timing, in this case the "next turn."
Further, having two Personalities enter play is not, itself, a timing conflict. You would need to have same-name Personalities with the Singular or Unique traits establishing an illegal board position to create such a conflict.

That's the only new question for Thursday. If I missed as part of your Clear and Distinct subject line. I'll get back to you at the first opportunity.
