Your Rules for Sunday, October 31, 2004

1. I'm playing a Crane deck with Mihoko Sensei, and my opponent is playing a Rat deck with The Meeting Place. When my opponent uses the action on his stronghold to move his Ratling personalities home, is this considered being "sent home," thus bowing them? Is there any distinction between moving a unit home and sending it home?

There isn't any difference in game terms. For modern templating, we're getting away from the term "send," if memory serves, so that it is more clear that such things are considered to be "moving."

1a. My opponent in the same game plays Suitengu's Uncertainty in a battle, then moves a Ratling personality home and redirects them to an adjacent province. Does Mihoko Sensei bow them, since they were being sent home?

No. The Ratlings never moved home, because Suitengu's Uncertainty Negates that movement and replaces it with a different movement effect (move to an adjacent province). That how "instead" works in L5R.

In addition, going home bowed is an exception to the general rule that if one effect is negated, other effects continue to resolve regardless.

'Exception: if a card is "sent home bowed" and the movement is prevented or negated, don't bow the card.' (Diamond Edition Rulebook, page 72)

2. I am over 40 honor and have the highest Family Honor. I play Tribute to Your House. Do I win at the beginning of my next turn? It looks like I do, but I want to be absolutely sure.

Yes, assuming you don't lose enough Honor after playing Tribute to drop you below 40 "true" Family Honor.

That should cover everything from Sunday, October 31, 2004 not related to Web of Lies. If I missed your question, please repost with the flag [RULES] as part of your Clear and Distinct Subject Line and I'll get back to you at the first opportunity.
