Meeting Place

The Meeting Place stronghold states "Battle: Move one of your Ratling Personalities home." Does this mean that Ratlings moved home with this action come home bowed, unbowed, or remain in their state regardless?

When you move a card home without any specified change to its state (like say, "Send home bowed,") then the card goes home in its current state of bowed / unbowed status. The Meeting Place neither bows nor straightens the Ratlings it sends home, so they stay the same.

Relevance and the Ratling Conjurer

1. I control some Ratling personalities in the current battle, and a Ratling Conjurer at my home. As an action in the current battle, can I use the Conjurer's ability to give all Ratling cards +1F?

Yes. Giving cards +1F is directly affecting them.

2. The Ratling Conjurer's still in my home, although this time all my personalities in the current battle are non-Ratling. My opponent has a Ratling card in the battle, though. Can I use the Conjurer's ability?

Yes. Giving cards +1F is directly affecting them. Nowhere does it say an Action is only relevant if it affects YOUR cards. That would make using Actions that negatively impact your opponent pretty tough, wouldn't it?

Rules Questions {Marty}

1. A Scorpion player at -10 Family honor Kolat recruits a Lion players province. The peep turned face up has an honor requirement of 4. Can the Scorpion player recruit the Lion clan personality? Basically do family honor requirement only have to be met during the Dynasty phase?

"You are bound by all restrictions and requirements of the Personality, including minimum honor. [DW, email, 18 March 1999]" (Accumulated Rulings, "Kolat Recruiter")

2. Player A has a peep with Battle: Bow for a ranged 4 attack. He bows it to target player B's 4 force peep. Player B plays outer walls. Can player A respond with a tsuruchi tech to kill player B's peep?

Yes. They both have the same exact timing: When a Ranged Attack is being made.

3. Hida Sosuke is destroyed during battle resolution. How do his effects resolve, his -2F/-2C and his Yu? In what order do they resolve?

Yu happens when you lose a battle, which is established BEFORE the losing army is destroyed. Sosuke's trait triggers AFTER he is destroyed. Yu always comes before death triggers.

Kanji of Power & Asako Shiwasu

So, I attatch KoP to any Shugenja and Shiwasu remains with nothing attatched, then cast KoP from Shiwasu. Do I destroy KoP when Shiwasu straghtens?

Not unless you managed to move Kanji of Power to Shiwasu. Kanji of Power's effect destroys all spells attached to the affected Shugenja when the caster straightens. You don't even need Shiwasu to skirt this effect. You could return Kanji of Power to your hand after casting it, or move it to another Personality using a card effect. Once the spell is cast, its effects continue regardless of the Spell card's current status.

OK. That looks like everything not related to Wrath of the Emperor for Thursday. If I missed your question, please repost it with the flag [RULES] as part of a clear and distinct subject line. I'll get back to you at the first opportunity.
