Quick question: With a Gotei SH, then I bow Kaii as my first action, will the consecutive ranges by Kuro's be considered one action and thus hit peeps with followers?
Tsuruchi Kaii says, "Battle: Bow Kaii, who must be in this battle, to allow the next ranged attack you make this battle to target a Personality even if he or she has Followers attached."
"the next ranged attack you make" would be the FIRST ranged attack from Kuro's Fire, not all of them.
The first one of the consecutive attacks Kuro's Fire can produce would indeed be able to target a Personality even if he or she had Followers attached, but not the subsequent Ranged Attacks thereafter.
