Greetings,
Rules for 11 November 2003
Then can he choose whether or not to perform his action once he sees what his opponent is going to do?
Yes.
This isn't exactly right. If the active player passes, hoping to see what his opponent does, and then his opponent also passes, the original player doesn't get to then use a reaction.
Correct. I didn't explore that particular wrinkle.
Seppuku & dishonor
If A samurai is dishonored can he immediately seppuku[?]
No (Diamond Edition rules, pg. 88).
Chitatchikkan + Ratling Village
If I put into play a Chitatchikkan with ratling village during my dynasty phase, it will die almost immediately, right ?
Yup. Almost.

if (something) targets a card in a unit, does it target the unit?
Not unless it's the Personality (Rules Archive, General Rules, Targeting).
Question about Tanitsu exp 2 and A Champion's Heart
is discarding the favor the same as using the favor?
Using is a case of discarding, but discarding may not be using. A few cards force the Favor to be discarded without effect).
or does A champions heart trump Tanitsu Exp 2 getting the favor back?
No. From a post from 2 October 2003 by Jeff Alexander:
"Since Player A discarded the Favor, the first response goes to Player B. Then it alternates between the two until both decline to react. For completeness, all five of these scenarios are theoretically legal.
"1. Both players pass. No one has the Favor.
"2. Player B reacts with Champion's Heart, then both players pass. Player B has the Favor.
"3. Player B reacts with Champion's Heart, then Player A reacts with Tanitsu , then both players pass. Player A has the Favor.
"4. Player B passes, then Player A reacts with Tanitsu, then both players pass. Player A has the Favor.
"5. Player B passes, then Player A reacts with Tanitsu, then Player B reacts with Champion's Heart, then both players pass. Player B has the Favor."
about l5r
if ur going to send me questions it would be great if u put what the card does with the problem, because I may not have ur card and then I would have to go look for its text online, which is a pain[.]
Funny. Most people find search engines like http://l5rsearch.com and http://toysmakeuspowerful.com to be extremely fast, convenient, and helpful. Perhaps you could give them a second chance.
answering rules questions (was Question about Tanitsu exp 2 and A Champion's Heart)
We have someone answering rules questions here in an official capacity on a daily basis. His name is Zen Faulkes.
And when I'm not on the job, we have another fine individual named Vaughn Derderian who does the same.

But it still doesn't cover the "compared vs this stat" effects[.]
Since nobody's actually named a combo where this is possible yet, I think this is a hypothetical question. We have time to think about it, which is what we're doing.
In short, the can of worms may have been open a long time, but now we've noticed the stench.
"Can of worms?" Pfffffffffft. It'll be one line in the Rules Archive.
