A Razor's Edge player has resolved Kachiko's Promises and attacks. The defending player plays Come one at a time as his first action, with one card left in his hand. If he initiates the duel, who decides which of the discards he has to satisfy first.

Nobody decides; the rulebook tells you. Targeting occurs before costs are paid, before effects happen. Razor's Edge Dojo responds to targeting, so occurs first.

Let's say I play The Anvil's Blessing on you. The item I wish to give you is Kokujin's Daisho. According to The Anvil's Blessing, I pay the costs for the item. But once I pay the costs, do the effects occur before or after it actually becomes in your possession. Or in other words, I pay the gold cost of Kokujin's Daisho, so do I lose 4 honor or do you lose 4 honor?

You do. You put the card into play (Gold Edition rulebook, pg. 25).

Do I get to sacrifice a personality or do they get to?

You do.

what about other cards like Blade of Slaughter given with The Anvil's Blessing? If you accept it, their personality receives the effect, correct? So their personality would be dishonored?

Yes.

So to clarify for all of us, when exactly does ownership transfer? After all effects and costs? After costs but before effects?

Timing doesn't matter. What matter in those cases is who put the card into play.

Yes (Gold Edition rules, pg. 34, not 33, as I mistakenly looked at yesterday).
