This doesn't sound like a cost to me. Is it possible to NOT discard two cards from your hand and still raise your maximum hand size by two?
No. They're linked by the "and," so the latter (bigger hand size) doesn't happen if the former (discarding) doesn't.

Laugh it up, I won one of our local WotR tournies(With Rat off the Warrens) and would like to know if our votes are weighed more heavily.
Sorry if I seemed to be overly dismissive. Because it was in a big batch of emails Jeff asked me to answer, I thought I'd just put something in for fun.
So I can't answer that question. It's one for story and brand management, not Deputy Rules Guys.
That said, I don't recall any other clan getting "preferred" treatment in the former "Season of..." leagues. Don't know why The Week of the Ratling should be any different in that regard.
