Isawa Tekkan legality

Greetings

Did Isawa Tekkan (promo from Season of the Phoenix) become legal with FOU, or will she become legal with Heaven&Earth?

She is legal now. I have December 9th on file as the release date for both those products.

What I'd like to see in Diamond and even earlier sets...

Okay ... I can accept that the mechanics of printing make it the case that certain non-unique action cards have to be rare, but why make it the good ones?

1. Rarity should not correlate with raw power. That means positively as well as negatively. 2. Players get one rare card per pack. They hate it when it's lousy or the odds of their being able to use it are low.

Of course I do realise that from a marketing perspective it makes more sense for the sought after, must-have actions to be rare =)

That's what I thought until I worked at Wizards.
