Is it possible to use the False Scroll's limited action to re-shuffle a scroll from the discard pile ?

rule question
I have several people tell me different things on this.
When faced with this, say, "Show it to me in the rulebook, please."
can you tactiction after a test of courage is played on a tactiction? can you tactiction after you play inner fire?

Region Question.
do you instantly have the ablity to use their effects (farmer token, pop opponents campsite, and so on) or do you have to wait till next turn?
Immediately. I'm curious to hear the rationale for waiting a turn.
Vengeful Dead Question
I just don't understand why dueling results are not considered rule book effects like 0 chi effects caused by other card actions[.]
