Regarding Chiuchi and his bonus for being bowed ...

ie. for Facing Your Devils would my opponent have to discard more than 4 focus worth of fate cards to refuse (4 being Chuichi's Chi before he bowed to cast Facing Your Devils) or more than 6?
More than 6.
Can he Wind's Truth a 6pt honour change?
No, since in this case his Chi needs to be at least equal to the change to start casting the Kiho.

The Ratling Conjurer gives a bonus to all Ratling cards in play. It doesn't matter what type of card it is -- if it's a Ratling card by the Keyword Rule, it gets the bonus. Whether something is an Ancestor or a Follower isn't an issue.
Would, then, a Ratling Villages Region have 1F after using a Ratling Conjuror?
GE rulebook, page 32: if something tries to change a value that does not normally exist -- such as the Force of a Region -- the change will fail instead of creating or changing that value.
Rules Questions (JEFF)
Another question on Gaijutsu no Shiryo: Can he be targetted with a Moth Tattoo, since that tattoo specifically states that it needs to target a monk or shugenja personality with the tattooed trait?
No.
With regards to Vengeful Dead: If I have Hitomi Akuai Experienced in play when my opponent resolves Vengeful Dead and my opponent chooses to negate all of the events effects rather than giving Akuai the +2/+2, can my opponent still choose to re-shuffle the event?
No. That is an effect of the Event resolving. (The sentence about the Event resolving every time it appears, however, is not.)
Hoshi Wayan Question
Just to be sure:
Attachin an weapon is providing a bonus (even if it is not an action providing a bonus) Thus I can react with hoshi wayan to get a force boost for one turn right?
Wayan Exp2? Right.

The problem here is that every ancestor since Gold Edition (though not Spirit Wars) has a "+" for Force and Chi, even when they don't give a bonus, e.g. +1/+0 or +0/+1, rather than +1/0 or 0/+1.
That's not true. All of the Ancestors in An Oni's Fury have just a "0" instead of "+0", including Gaijutsu.
Also, should all ancestors be considered errata'd to fit the Gold Edition standard of plusses regardless of an actual bonus?
It's not a big enough issue to warrant errata.
