A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
Feared duelist rules question
I know it doesnt say so, but by older general rules that im not sure are in effect or not, is Feared Duelist a political action due to the fact you prevent any honor gain from the duel?
The older rules only apply to cards printed before Gold Edition. From Gold onward, all you do is look for the "Political" keyword. [GE p. 4]
Feared Duelist was printed post-Gold and does not say "Political", so it's not.
Tsuruchi Hiro
Out of curiosity, what is so heinous about reshuffling (constant or otherwise) that deserves the ultimate penalty in game terms?
The ruling is that you can't use it if you know it's not in your deck. Since doing something you know you can't do is cheating, the penalty is not inappropriate.
Stand Against the Waves question
If all my personalities with attached followers are bowed in battle, let's say 3, can I play Stand and bow 3 of my opponents personalities, assuming he has 3 unbowed? How about if I only have 1 bowed peep, does it ever target any of my personalities?
Stand Against the Waves does not target its player's own Personalities. It does not count only unbowed units, nor do you need to control all unbowed units in order to play it.

<< Bow Gifts and Favors to produce 2 Gold. Reaction: During your End Phase, if you've brought no Gold-producing Holdings into play this turn, bow your Stronghold to retrieve this card from your deck and put it into play, bowed. If you have no Gifts and Favors in your deck or face-down Provinces, you lose the game. Shuffle your deck.
Thanks Jeff, Now if I can't find the Gifts and Favors in my dynasty deck, what happens exactly? What are the game mechanics for checking under the provinces?
Call a neutral person over, or just wait a turn.
Also, what if my opponent or an event destroys a province before all the cards are revealed if we have to do the wait and see thing?
If the Province is destroyed, all cards in it go face-up into your discard pile. You'll see them.
Where is the new stuff
Also it been year and what exactly does Courtier do? Has done anything new that couldn't or hasn't been done before.
The goal is for the sorts of actions you need Courtiers to play to do things no other Personality type can -- which, admittedly, is difficult to achieve completely with The Wind's Truth and Secrets on the Wind in the environment. Courtiers are intended to specialize in manipulating Family Honor, Personal Honor, honor/dishonor, and Political actions (including lobbying and Winds)

If a personality refused an Iaijutsu Challenge and you use Yokatsu's ability, does the honor loss still get reduced to 1?
No. Yokutsu (with two 'U's -- not "Yokatsu") does not allow the rulebook-style samurai seppuku.
Friendly Traveller Village
Can I use Friendly Traveler Village to bring in Unaligned Shadowlands human personalities?
Yes. (Note: it's not because they have the "Unaligned" trait, it's because they lack any of the 14 traits defined as Faction alignments listed on rulebook pages 34-35.)
Shadowlands isn;t a faction trait, right?
Right. [GE p. 35]
JA I need explain / Fu Leng and his clones Q: I have a very silly question. Imagine the following situation : I play
I don't undestand this answer:
monk. I bring Hantei the 38th in play. Then, i play Oath of Fealty and attache Shiryo No Tetsuya to him. So now, his name is "Hantei the 39th", and he is unique. Is my Shadowland opponent allowed to bring his "Hantei the 39th" in play ? JA: Currently, yes.
WHY IS ALLOWED??? A unique Hantei 39th is in play, correct? The rule is: You cannot bring a Unique card into play if a Unique card with the same name is already in play Then why the other player is allowed to put into play his Unique Hantei 39th?
Alright. I just re-read my answer and the original question, and for the life of me, I can only say that my eyes were playing tricks on me, for I could have sworn the original question was whether this combo PREVENTED the other Hantei from being played. So my answer is completely backwards.
Turning Hantei the 38th into Hantei the 39th with Shiryo no Tetsuya will STOP players from playing the real Hantei the 39th. Sorry for the confusion.

3) I assume it is possible to bow the Personality for a Ranged 4, then bow the Horsebow later for a Ranged 2.
You can.
I have a question about this ruling.
Dark Allies Rulebook, page 43: "Actions on an Item, Spell, or Ancestor are performed by its Personality."
I was under the (mistaken?) impression that bowed personalities cannot perform actions.
The rule is that actions ON bowed cards can't be used. There are times when an action on one card is performed by another.
The breakdown:
1) If I was right, and bowed Personalities can't perform any actions, then it is not possible to bow the Shinjo Horsebow for a ranged attack if its Personality is bowed.
2) The Personality's being bowed only prevents him from performing actions on his card, and as such he can perform actions on his Items, Spells, and/or Ancestors as long as he need not bow as a cost of performing those actions.
#2 is right, although a special exception is made in the case of Spells.
If number 2 is correct:
This means that a bowed personality with Bitter can still issue challenges to Personalities with 0 PH?
An unbowed Bitter cannot be used by a bowed Personality because of a completely unrelated reason: under Gold Edition rules, Bitter's action targets its own Personality.
And this means that Asako Yuya really _can_ cast the same spell twice?
No, because of the Spell exception.
Nagas/Nezumi and Senseis
If I use a sensei that causes cards in my deck to be aligned to my faction (Suzume, Kage, Lady of the Forest, Shirasu) and I am playing Naga/Nezumi, are my sensei'd in personalitues full-fledged non-humans or are they Daini-esque (factioned in, but human).
A card needs to have the Naga trait physically printed on it to be Nonhuman automatically. Same with Ratling and Creature. [GE rulebook, p. 34] Gaining those faction traits through card effects -- whether or not swearing fealty is involved -- will not cause the other traits to be added.

This seems a lot like the original debate about G&F of "How do I use a reaction of a card that isn't in play?"
To be accurate, the important question is, "How do I use a reaction on a card that may or may not exist?" (To which the best answer is, "Ask one of the many players already doing so.") People have been using actions and other effects on cards not in play since Imperial Edition (c.f. Shiba Ujimitsu, or any Action card).
Atleast now I know I don't have get the AEG crew shovels for Christmas, they seem to have no problems digging themselves an ever deeper hole with just thier bare hands...
We had lots of players ask what to do if someone searches for a G&F without finding one. Well, now the card gives them an answer.
And could you tell me what page the "Rule of Obvious Legality" is on?
It's opposite the page that says "Don't cheat", directly beneath the section explaining how "Opponent loses next turn" doesn't mean "You win next turn".
In Other words if I am at 37 honor and flip Boastful, gain no other honor, but I keep the province through my opponents turn. Can I gain the 3 honor before my turn starts so that I start my turn at 40 and win?
Yes. By Cardinal Rule #3, you choose to take the start-of-turn honor gain from Boastful Proclaimation before the start-of-turn check for an Honor Victory in the rulebook.
This seems to be opening up a can of worms as well (as if previous posts didn't make that obvious).
The Event A Soul of Thunder, which awards an honor gain with the same timing as Boastful Proclaimations, was ruled to work this way over FIVE YEARS ago. There has been no contention with that ruling in all this time.
FOU Legality
When will this latest set be tourney legal?
30 days after its official release date, as with all sets. Its official release date is December 9th, so that would be Wednesday, January 8th.
The flyers in some of our tournament kits list the release date as December 16th. This is incorrect.
Another ranged attack Q for Jeff was:Re: [L5R-CCG] Post for 3 December 2002 (Attn: Jeff)
If a persoality has a ranged attack that does not require it to bow (for example yotsu seou) and has an item that requires it to bow to perform a ranged attack (ie jade bow) can she combine them? whe is bowing the thr ranged attack from the bow, and in that state whe won't be able to use her ranged ability...
Clarifying the Gold Edition rulebook here: you cannot simultaneously perform and combine a ranged attack on a Personality with one on one of that Personality's Items if the Personality needs to bow as a cost of the Item's action. [p. 63] You CAN combine them if the Personality needs to bow for her own ranged attack and not the Item's, or if the Personality doesn't need to bow for either. If the Personality has to bow for both, you can't combine the two because you can't make both of them -- you can't pay two separate costs with one payment.
It is also illegal to combine multiple ranged attacks that are all written on the same card.
Rule question (FOE CARDS)
1. Vengeful Dead
If I do not have a personality destoryed by another players action in my dead pile to remove may I shuffle the event back into my deck?
The Rules Team has an answer: yes.
2. The anvil's blessing
If I reveal an item that I can not pay for, what happens?
Does that force my opponent to lose 3 honor?
Forwarded to the Rules Team. (They hate having nothing to work on.)
3 Earthly Yearnings
If a player targets their personality to issue a challenge. Is that personality considedered to be performing an action?
Yes. [BB rulesheet]
is refusing a duel performing an action?
No, since it's not an action.
4 Summon the dead.
Can personalities be saved that have been brought back by the spell when the spell is destoryed by having no tokens.
Yes. It is a normal, one-time destruction effect.
5 Tsutomu no Shiryo
When dueling a dishonored personality in a battle of personal honor, any card they focus will have it's value reduced to 0 because being dishonored their PH is always 0?
Not quite. The focus value isn't altered. What happens is that no matter how much they focus, their Personal Honor will stay 0.
post for 3 December 2002
I agree with the comments quoted below. The "death penalty" on the MRP of Gifts and Favors is far too harsh. One has to wonder if it might eventually apply to Isawa Taeruko's ability to search one's Dynasty deck for a non-Unique fortification. What if you know (or have forgotten) that you have no such forts left? Should using Taeruko's ability under those circumstances also cause the loss of the game? I'm not sure I see any difference here.
The difference is that Taeruko's action is one you know you can take, since you know you have the card it's on.
Kitsune Gohei
Kitsune Gohei's ability is considered to be use of fear, but is he/it considered to have a fear ability?
Yes.
Ie can I use shaihai's fan to straighten him?
Yes.
If he straightens can he use his ability a second time? Or no since fear is once per battle?
No, for the reason you state.
If Kitsune Gohei is in the same army as Kyofu, can he use his ability a second time?
Yes, though you'll still need to straighten him somehow.
Also private dojo, raises chi by the personalities fear effect, if that personalities fear effect has no printed value (like kitsune gohei) can the dojo grant a bonus to the personality? Or no because it's a variable effect?
It's not variable, but because no strength is given, it's treated as 0 for purposes of Private Dojo. [GE p. 32]
Rules Question: Defensive Duty
Assuming you have a Plain of Fast Troubles on the table, connected to a province...
You play Defensive Duty. Face up in the province.
Next action, bring the Personality into play.
Will the personality be Discarded at the end of the turn?
Yes. [card text]
Rule question (FUE CARDS)
Earthly yearnings
What is a personality considered performing.
From the BB rulesheet:
] Some actions are performed by cards in play, while others are ] performed directly by a player. To determine who performs an ] action, follow the first rule below that applies: ] 1. Actions on a Personality or Follower are performed by that card. ] 2. Actions on an Item, Spell, or Ancestor are performed by its ] Personality. ] 3. Actions which involve one or more Personalities or Followers ] in their cost, such as requiring them to bow or become ] dishonored, or which require targeting your own Personalities or ] Followers who meet certain conditions, such as being a Shugenja ] or a Tactician or having a Chi above 2, are performed by those ] cards. ] 4. Actions which issue a challenge are performed by the challenger. ] 5. All other actions are performed by their player.
