Need Ruling on Isawa's Last Wish [JEFF]
This is the situtation: A personality attaches the Isawa's Last Wish on a personality. Then he attaches Kitsuki Kaagi's Journal on him. Then he declares an attack with only this unit. My question is: Can the personality use Isawa's Last Wish while the Journal is on the personality?
Yes.
And if he can, can the opponent target any cards in that unit, or does the player with the Wish get a free kill?
His opponent cannot target a card in that unit with the Wish's return destruction, but remember, the Wish's retaliatory strike can target ANY of the Wish's controller's cards, including those not in the current battle -- even his Wind!
P.S: On the same note, can a personality use the Wish and have the destruction of a personality cancelled with the Tower's ability?
Yes, because the two targetings and destructions are sequential, not simultaneous.
Questions
I've been away from the list for a few months, so I apologize in advance if any questions I ask in the next few emails are redundant.
1) I ran into something confusing on a search engine a few days ago. It had Shiba Ningen non-XP listed as Gold Legal, with a Gold Edition printing. Was the non-XP Ningen reprinted in Gold? Is he legal?
No and no.
2) If I bow Hitomi Echiko to ditch the opponent's last focused card, then, once the duel resolves, can I still use the Snow Crane Tattoo reaction to boost her focus card? Can she still Bend Like A Reed?
No and no -- Snow Crane Tattoo because it's an ability on a bowed card, Bend Like a Reed because that would target one of your own bowed Personalities.
3) Is it true that a Snow Crane Tattoo can boost a focus card in a duel involving a personality other than the personality with the tattoo?
Yes.
4) Regarding Luring Tactics: Can I have a Tactician personality use Luring Tactics to move to another province even if there is no opposing personality to drag with him?
No. Luring Tactics targets "one of your Tacticians in this battle and an opposing Personality with an equal or lower Chi". Moving an opposing unit is not optional, so the action can't be taken if there aren't any.
And can Moto Chaozhu use his Tactician ability to move to another province, even if he doesn't have a friend to bring with him?
Chaozhu says "Move Chaozhu and up to one of your other Cavalry Personalities in the same battle." "Up to one" includes zero. He can move alone if you wish. He was worded this way on purpose.
My gut reaction is "Yes" to both, since Daidoji Rekai doesn't need there to be any opposing personalities to shoot to move into a battle.
Yes she does. The ranged attack is a mandatory effect of her action and requires a target. Actions that have targets can't be taken if no legal target exists. [GE p. 46]

define "as part of"
You are producing a combined ranged attack that includes the Personality's. For example: bowing Tsuruchi Hiro and his Spearmen together for a Ranged 7 Attack.
Naval Invasion
Anyone still have the exact wording of the Naval Invasion rule? And any chance you could point me to it?
Numerous folks have already pointed out this is on the web.
The only real question I have is- is it true that you can't sneak attack an entirely Naval army?
If the Naval army's commander has chosen to make the battle a Naval Invasion (since he doesn't have to), yes, it's true.
