Nope. ToC doesn't target targeted actions. It just says that if an action is sending you home it get's canceled.

I don't think it will work, because I don't think terrain resolution effects count as an action.

Sure they do. Terrains are Action cards, and they resolve. Delayed Terrains don't resolve right when they're played, but that's the only wrinkle.

Well, in that case, let me state the specific case I was referring to, just to make sure I understand correctly. If I attack, and the defender plays Fortified Ground with two fortifications, and then I play Storms of War. Terrain resolution occurs. What happens? a) The defender can send home two units without bowing anyone. b) The defender must bow a unit for each unit sent home.

Bad example. Storms of War's bowing kicks in when the action is "peformed", not when it resolves. The Defender would not have to bow anyone since he played Fortified Ground before Storms went into effect.

Hypothetically, though, IF Storms of War applied when actions resolved instead of when they're performed, the answer would be

c) The defender must bow one Personality or Follower to begin taking advantage of Fortified Ground's options, and could then send home any number of attackers without any further extra bowing..

Soul of Norikazu and blackend sky

part of the text of blackened sky states no reactions can be played unless they create ranged attacks but say you have the soul of norikazu in a battle and they play it, since it is an action card played from a players hand can Soul of's reaction be taken?

By MRP, Blackened Sky only prevents its own player from taking Reactions. Other players can use Reactions to cancel Ranged Attack actions -- or to do anything else that a Reaction might do -- during Blackened Sky's effect.

Is this ability political?

No. Kaukatsu was printed in Gold Edition. The old definition of Political does not apply to his action.

One last question on koku redeamtion: is the list of cards on the webpage old? Is alderac giving the IA members a first chance to get the new cards well having old cards on the webpage?

As a priveledge to paid IA members, whenever a new Herald is released, the list of Cards for Koku on our website will NOT be updated for at least 30 days. During this overlap, orders for cards on either list will be honored.

As has always been the case, Assembly membership is not required to order from the Herald list. Photocopies of the order form are acceptable. We do NOT have different starting dates for accepting orders from members versus non-members.

And if so can we order from the new and/or old if we are an IA member?

Anything that can be ordered can be ordered by members and non-members alike. Members simply find out what's orderable sooner.
