Rulings for 17 February 2001

Jeff Alexander, sent 19 February 2001 to the l5r-useful list, L5RINFO

A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.

Ruling needed.

Not trying to start a big thread or a horrendous argument.

When a shugenja's innate ability is performed is it considered a spell effect?

No. A "spell effect" is an effect from a spell card (or a kiho, of course, since the rulebook says so).

Return for Training question

What happens if. I have 2 personalities in the battle that are both human and have 1ph and are bowed. My opponent has 2 personalities, both human with 3ph and I use Return for Training. which card is sent home?

You cannot play Return for Training in this situation. You have no legal target for it.

still another seppun sensei question.. sorry!

Hi folks... Seppun sensei is still giving us headaches, especially when a tournament game comes down to who knows the right ruling about it... So my question is : does Seppun sensei trump 'In time of war'? The rulings seem to indicate that it does not, but I may be reading too much in them...

It does not. Seppun Sensei, by ruling, prohibits only voluntary changes. In Time of War's change is not voluntary.

some more rules questions

hey all... Some more questions for you rules gurus... 1) rampant plague : suppose the plague comes out and there are no personalities in play. Does my opponent have the right to stop the effect during his dynasty phase or is the act of sacrifying at least one 'plagued' personality a cost that has to be satisfied to end it?

A player may destroy "all" of his or her plague-bearing Personalities even when he or she has zero of them.

2) can "imperial edicts"' action (the one who raises province strength) be played in a battle where you have no units. I would think not, but I was told that you could do it "because it is a use of the imperial favor" which strikes me as odd, as only the battle action of the imperial favor can be played in a battle where your have no units, not the imperial favor as a whole, if I am not mistaken.

You are not mistaken. That effect of Imperial Edicts cannot be used in that instance because it does not satisty the Rule of Presence.
