Bayushi Misaki vs. Rugashi Bazaar

L5R CCG Rules board, 1 August 2012 to 9 August 2012

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

The interaction between these cards has caused a bit of a dispute on some other boards. I'm hoping for some clarification. The problem relates to some perceived ambiguity in the wording of Rugashi Bazaar. The question is whether there can be a situation whereby someone can use the Bazaar to respond to an honor loss caused by Misaki.

Rugashi Bazaar Revenge Battle/Open: If you have lost Honor from another player's action during the Action Phase since your last turn ended, choose one to four of your performing Personalities: Give each of them a Force bonus equal to his base Personal Honor.

Bayushi Misaki Open: If it is another player's turn, target one of his Personalities: Before this phase ends, straighten him. Before this turn ends, if the Personality was not assigned to attack this turn, dishonor him and his controller loses Honor equal to his base Personal Honor.

Observation: The problem is there are two triggers listed (action and honor loss) corresponding to two time frames (action phase and since your last turn ended) and the association between them isn't cut and dry. Here are three possible interpretations rewritten for clarity:

(1) "If you have lost honor since your last turn ended from another player's action which occurred during the action phase..."

(2) "If you have lost honor during the action phase from another player's action which also occurred during that phase..."

(3) "If you have lost honor during the action phase from another player's action which took place since your last turn ended..."

Question: Which is correct? If it's #1, there might be a scenario whereby someone loses honor due to not attacking after being targeted by Misaki's ability (which means her action took place during the action phase and the honor loss happened at the end of their turn) and then responded with Rugashi Bazaar during their opponent's turn.

EDIT: I've been out-voted, see below.

Is that a reversal of this ruling? According to that ruling Tsujiken's reaction is taken during the Dynasty phase, but will still trigger a Rugashi Bazaar used in the Action Phase.

Rugashi Bazaar checks when the action was taken: it does not care when the honour loss occurred.

Rugashi Bazaar text:

Revenge Battle/Open: If you have lost Honor from another player's action during the Action Phase since your last turn ended, choose one to four of your performing Personalities: Give each of them a Force bonus equal to his base Personal Honor.

Bolded emphasis. It seems to me that Rugashi Bazaar does care when the honor loss occurs according to the text of the card. If Rugashi cared about when the action was taken, wouldnt it read something like 'If you have lost action from an action _that was taken in the action phase_'. If the above ruling was correct, that would mean that something like Bayushi Rentatsu would trigger Bazaar every turn, and that just doesnt seem right to me.

Rugashi Bazaar checks when the honour loss happens: it does not care when the action was taken that created it.

The honour loss from Misaki's action does not satisfy the condition in Rugashi Bazaar's ability, since the loss does not occur during the Action Phase, and similarly with Bayushi Rentatsu's ability.
