A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 26 July 2012
This situation showed up tonight and I wanted to get a concrete answer:
Player A has Isawa Mitsuko and Shiba Sansesuke at a battlefield. Player B has Hida Mimori defending at that battlefield.
Mitsuko has been bowed earlier in the battlefield. Player B uses Mimori targetting Mitsuko.
If Player A uses Sansesuke's reaction, will Sansesuke be destroyed or not?
Is Sansesuke a legal target?
Relevant text:
Shiba Sansesuke: Reaction: When an action would target your Shugenja at Sansesuke's location, bow Sansesuke: The action targets him instead, if legal.
Hida Mimori: Battle: Target a bowed enemy card: Destroy it.

Because the retargeting is an effect, and Sanesuke is bowed before the retargeting happens, Mimori can legally target him, and Sanesuke will be destroyed.
