I think the answer is no as one attachments is already targeted and Red hunger cannot target an attachment and a personality at the same time.
Also, if I target two attachments and my opponent rediects one of the targets he/she has to choose an attachments that wouldn't exceed the Red Hunger's total force when the new item's force is added to the other attachment's force, correct?

You are correct, if a new attachment was chosen, the total cost of the two attachments must still be a legal number per the Red Hunger.
