A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

With Far and Wide, can I target (a region in) a province with no regions attached at all?
Far and Wide Limited: Target a face-up Region in one of your provinces: If it is different from all other Regions already attached to the province, attach it to the province ignoring limits upon how many Regions the province may attach, but still paying all costs.

Unfortunately, no.
By extension of the definition of Different keywords, a Region you're trying to target with Far and Wide can't be "different" from nothing. Sadly, Far and Wide is next to useless thanks to changes in how Regions enter play (in that they are immediately discarded if they turn face-up on another Region in the Events Phase). But, should you happen to flip over a Region outside the Events Phase, in a province that already has a different Region attached... well, there you go.
