If I use Sly deceiver to copy Ninube Shiho's ability to Goju Genin (the Goju Sawaki spawn), will the cost condition prevent him from performing the action since he cannot be included in decks?
Genin, Shiho and Sly Deciever
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
If I use Sly deceiver to copy Ninube Shiho's ability to Goju Genin (the Goju Sawaki spawn), will the cost condition prevent him from performing the action since he cannot be included in decks?
Yes, the cost will prevent a created Ninja from Goju Sawaki's ability from performing a copy of Shiho's action.
However, not for the exact reasons you think, I should be clear. The text "May not be included in decks" is a construction limitation, so that you realize it is a proxy-card and not a card with which you can build your deck. But the fact is that any sort of representation can be used for a created card, from a penny to a slip of paper. That is why the rule exists that if a created card ever leaves play, it is removed from the game. And it is that rule which prevents the cost being paid.
So I saw this ruling.
The rules for created cards say... A created card ceases to exist when it leaves play. A created card that fails to enter play never exists.
Shiho's ability requires the created ninja to leave play, at which point it ceases to exist. How does the fact that the card ceases to exist negate the cost payment?
Does this mean that you can not have the Samurai created by Recruitment Officer be the performer for Costly Opportunity?
Does this mean all those Breeder decks in Samurai and Celestial were cheating, because they couldn't use a Zombie to pay the cost of Expendable Resources?
In both situations, the created cards cease to exist when the cost is paid, not before and not instead, but when.

No, Shiho's ability doesn't just require that the performer leaves play, but that he is put on top of your Dynasty deck. A created card cannot enter a deck because it is removed from the game as soon as it leaves play, before it arrives in any other location.
