"Will not move" vs "this movement will not be negated"

L5R CCG Rules board, 29 April 2012

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I've read rules on effects and probably a similar thread, but my problem is slightly different.

Player A, during an Action Phase, plays Accidental Confession onto Player B's Yoritomo Hiromi:

Accidental Confession: Open: Choose your performing unbowed Courtier, discard the Imperial Favor, and target a Personality: Dishonor him. His controller may not assign him, and he will not move, to battlefields this turn.

Then it comes to the Attack Phase and during a Combat Segment Player B tries to move Hiromi to a battlefield with A Brave New World, using his trait:

Yoritomo Hiromi: Bowing, destruction, and movement from Battle actions Hiromi performs will not be negated or delayed.

A Brave New World: Battle: Choose your performing Personality and discard a card: Move your Personality to the current battlefield. Straighten his unit if he moved.

There are two "will not" preventions here, so can Player B move Hiromi or not? Which negation, that of Accidental Confession or Hiromi's, is stronger?

In this case, Accidental Confession's "will not move" will take precedence. Hiromi says his movement will not be negated; however, "will not move" is not negation, it's stronger than that.
