So here you say that a person cannot control both Hotako and Hotako exp 3 at the same time but I thought you could control personalities with the same title at different levels of experience. Is that not true for Legacy play?
Hotako and Hotako exp 3 (again)
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

It's not true for any format.
You may include any number of the same-titled Unique cards in your deck, as long as each has a different Experience level (see here).
However, you can never control two Unique cards with the same title at the same time, regardless of their Experience levels:
Unique: "A card with the Unique keyword will not enter play for, or otherwise become controlled by, a player who controls a Unique card with the same title."
