I play some Ratling Stronghold and use Oh-krch ability to recon one of enemy's provinces. So due of latest EE changes i could create presence by bringing Ratling personality from discard pile paying 4G less?

Recon Open: Target a Province: You have Reconnaissance at its battlefields. During battles at that province, you have the ability, "Battle: Bring a Ratling Personality into play at the current battlefield from your discard pile, paying 2 less Gold."

Yes indeed. 2G less from the ability, 2G less for the Clan discount, and using the EE Exception to the Rule of Presence that bringing someone into play at the current battlefield allows.
