A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 15 March 2012
1) concerning Shinsei, can his additional cost be paid using: a) your wind? b) your Sensei? c) one of your resolved events that stays in play (e.g. Shattered Focus)?
2) Yogen and the Voice of the Emperor (to name a few) each have a triggered effect happening "before the turn ends". Is this after you discard down to max hand size (end phase step B), and consequently can the Rings put into your hand with each effect go over your max hand size?
3) similarly, Kyuden Tonbo's reaction can be used when you discard down to max hand size in step B in the end phase, drawing you an additional card which you don't need to discard?
4) Determination's text reads "... The action can not have its effects negated or have its targeting changed." This does not prevent delaying effects (e.g. the EE Crab Berserker SH, various EE clan "techniques", etc.)? Wanted to confirm if that is the design intent for Determination, as the concept of "negation" might have been different at time of printing.
Thanks,
Jose

1) Yes, any of those would work for Shinsei's cost.
2) Yes, after Yogen or Voice put a Ring in your hand, you are already past the point when you must discard down to your max hand size.
3) Kyuden Tonbo will let you draw a card as a reaction to discarding down to your maximum hand size, however you are still in the middle of doing so when it does, so you will have to continue to discard after the draw until you are at your maximum.
4) No, Determination will not prevent delaying of effects; delaying =/= negation.
