If I have a merchant in the discard pile and my opponent targets it with Fukuzo xp's ability, can I react with Jinn-Kuen xp2's ability to negate it?
Yasuki Jinn-Kuen xp2: Political Reaction: After an action targets your Merchant, pay 2 Gold: Negate the action's effects.
Fukuzo xp: Open: Remove a target Personality in any player's discard pile from the game: Fukuzo wears his skin. Until the next time this game this ability is used, Fukuzo copies one keyword, and one ability that does not itself copy abilities, from the Personality.
Thank you for you time!

Yes, as long as Jinn-Kuen is in play.
Jinn-Kuen doesn't state that the Merchant must be in play when targeted for his ability to trigger.

So I saw this, and had a follow up question, for clarification. Since Jinn-Kuen only negates effects, the targeted personality, is still removed from the game, since that is a cost, right?

That is correct.
