A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I was reading the rules through again and noticed something that I hadn't seen before, or noticed before.
Provinces will not attach more than one Region. Regions that fail to attach to their province are discarded immediately after being revealed.
My understanding has always been that if a region is revealed in a province without another region attached, but it was not the events phase, that you could let it sit and then enter play the next events phase. But, as this reads, that region would be discarded immediatly. Have I just been playing this wrong all along? Or am I still missing something here?

The portion of text you quoted is from the Rulebook description of the Events Phase, and what it says about Regions failing to attach applies should not be applied more broadly than that. It is describing the time and situation when a Region would normally be trying to enter play and potentially fail.
If a Region is revealed outside the Events Phase, it won't even try to enter play, therefore it won't fail to do so, therefore it won't be immediately discarded.
