A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Does having base personal honer of 6 override the rulebook maximum of PH5 per 1st cardinal rule? (if a card breaks a rule, use the card)
Or is it still capped down to 5, they can just receive a -1 PH and still be at 5? (and counts as 6 when anything targets, uses, or compares 'base personal honor' making them nukes vs. den of iniquity and/or R. bazaar)
Example cards with base PH 6:
Hantei
Doji
since base PH and PH technically are not the same thing, its grey to me. Also, we say Hantei can assign vs. Ki-Rin (which was the only situation where it came up in our group prior to these base PH comparing cards in EE) which this will confirm/deny

The First Cardinal Rule allows their PH of 6.
The Ki-Rin will not keep Hantei or Doji from attacking you.
