Each Tactician can only perform one Tactical action per turn.
I'm assuming that by "focus" you mean to take the rulebook Tactical Battle action. This is a Tactical action and therefore if the Tactician in question has already performed a Tactical action this turn, you may not use the Rulebook action with that Tactician.
