So I saw this, and it reminded me of this. And I just wanted to be clear. The change in the ruling is a direct result of the rules changes for Emperor, right? And not a reversal of the previous ruling?

You have a broken link in your post, but yes, Proclaim and Destructive Priorities work in conjunction under Emperor Edition rules.
