Can you confirm that only cards with the word 'Recon' in bold in the action timing block will trigger the Force-boosting on Master Scouts and Daidoji Ebizo. So far, I can only see the following cards that can trigger it, four of which are strongholds:
Hidden Falls Dojo Koshin Keep Kyuden Hida Exp. The Golden Plains Daidoji Yuki Qalyar Burn the Towers
Or is it triggered by any action that either provides Reconnaissance (such as Seeking the Truth) or by any action which requires you to have Reconnaissance at the current province (such as Keppo)?

Only actions with the "Recon" keyword will trigger Master Scouts and Ebizo; cards like Keppo will not.
However, Seeking the Truth's action IS a Recon action, just like all the other cards' actions you listed, because the card itself has the "Recon" keyword. Actions on card with a keyword in its keyword line have all keywords of the card; they carry downwards. But sometimes a card, for whatever reason is not meant to be an "X card", so only its actions have the keyword; they don't carry upward. As another example of this, Shosuro Konishi has the Ninja keyword. He is a "Ninja card" and his Ranged Attack is a "Ninja action". However, The Otoro Estates has "Ninja actions", but it is not itself a "Ninja card".
