just to clarify. this is not the same when halls of the forgotten is used to delay the effects, as the force reduction and additional ranged attack are part of the ranged attacks effect correct?

The force reduction is an effect on the berserker and will be delayed. The granting of an additional ranged attack is not an effect on the berserker and so will not be delayed by Halls of the Forgotten.
