Greetings!
Scenario 1 Player A has one personality in play with a Legion of Pain attached. Player B decides to have his Kakita Kazan issue a challenge via a card effect (lets say Sanctioned Duel). PLayer A , upon the announcement of Sanctioned Duel, uses Kalani's Landing reaction to decrease Kakita Kazan's gold cost by 2 which in turn makes him unable to target Player A's personality. Sanctioned duel is still discarded right?
Scenario 2 Assuming the action player B announces has a gold cost, does player B still need to pay it if there are no more legal targets? Player B announces the use of Yorimoto Sachina exp. ability. Player A (who has only one personality with legion of pain attached) reacts with Kalani's Landing to reduce Sachina's gold cost. No legal targeting can be made. Does player B still need to pay for Sachina's Ability?

Per the rules on abilities and actions, the action is considered used, and if a strategy card is involved, it will be discarded. However, costs do not need to be paid.
