Does a Ranged Attack modified by Koshin Keep grant an additional action if the target is affected by Halls of the Forgotten? Is the part granting the additional Ranged Attack "an effect on him"?
The additional granted Ranged Attack is not an effect on the target of the Ranged Attack, so in this case (as opposed to the case of a card that negates the Ranged Attack's effects), a follow-up Ranged Attack can be performed.
