Governor`s Court: Political Open: Even if this card is bowed, choose your performing Courtier and bow him or this card: Choose another player with an unbowed Personality in play. He may choose to target and bow one of his unbowed Personalities. If he did not choose this, gain 2 Honor.
As I understand, in the rules, all costs on a card are before the two colons and must be paid to take the action, and the effects aren`t mandatory to each being resolved. Can I use Governor`s Court to gain 2 honor if my opponent doesn`t have any personalities in play, ignoring the part where I choose a player with an unbowed personality? or this is a case for the Good Faith rule.
Thanks

If you do not choose a player (because no-one else has any unbowed Personalities), the "he" in "If he did not choose this" is meaningless and that condition cannot be evaluated: it is neither true nor false - but it certainly isn't true, so you don't gain 2 honour.

I may have not explain myself well enough
If I use Governor`s Court ability and my opponent doesn`t control personalities or all of his personalities are bowed, do I still gain the honor because he can`t choose to bow someone, or I can`t target him with the ability because he needs to have an unbowed personality.
Thanks

If you do not choose another player with an unbowed Personality in play, then "if he did not choose this" will never happen, as "he" refers to no-one.
If there is no other player with an unbowed Personality, you cannot gain the 2 honor.
