Strength of the Tsunami gives my Shugenja +6F, if my opponent on his battle phase targets my Shugenja with a ranged attack, do I still get the +6F?

The +6F is a direct bonus to the Personality's force, so yes, it is taken into consideration when being targeted by a Ranged Attack.
