Can cards such as Asset Denial and Aramoro's Promise discard regions?

Can cards such as Asset Denial and Aramoro's Promise discard regions?
Not if the Region is already in play, attached to a Province.

Asset Denial discards a card "in" a province; Aramoro's Promise discards "from" a Province. Neither will touch a region attached.
