This is about Tales of Dishonor's Political Reaction. My question is, what happens in a tie? I checked the comprehensive rules, and while the 'winner' is clearly defined in battles, there is no such definition for the 'loser' (I might have missed it). In a tie, do both sides 'lose', so is it possible to play Tales of Dishonor and cause myself and my opponent a 4 honor loss (assuming units were destroyed on both sides)?
Tales of Dishonor
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Under discussion.
The Resolution Segment has been clarified: The winning army’s leader (the Attacker or Defender) is the winner of the battle. If there is a winner, the other army's leader is the loser, and loses the battle. [ADDED 25 Oct 2011] If both armies have the same total Force and both armies contain one or more units, the battle is a tie, with no winner or loser.
Tales of Dishonor may not be played if the result is a tie.
