Shisha Infestation and gaining provinces

L5R CCG Rules board, 12 October 2011 to 14 October 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If a player gains additional provinces after Shisha Infestation was played does the new province have the same province strength as the existing ones or does it get determined by their starting province strength?

EDIT! Missed a rules change during a period of my computer being down.

The correct answer is, "the former". An ongoing bonus that affects "all" or "each of" something, in this case "provinces", will affect ones that are newly created during its duration.

Regarding the question on Shisa Infestation answered here:

Why is this the case? Shisa Infestation creates an effect "that affect[s] all things of a certain kind" with a specified duration (permanent), and so would appear to be considered an ongoing effect. Ongoing effects modifying the strength of all provinces are inherited by newly-created provinces. If Shisa Infestation is not an ongoing effect, or is not inherited by newly-created provinces, how does it differ from the examples given in this ruling and corresponding rules update?

So I saw this ruling.

And It seems to me that this is in direct conflict with this prior ruling.

Based on that prior rulling and the text of Shisa Infestation, isn't Shisa Infestation an "Ongoing Effect" applying to "all" things of a certain type? Therefore would apply to provinces created after the effect resolves. It has nearly identical wording to Strengthening Protection? One of these has to be wrong, or am I just off my nut?

The reason is, I was without a computer during the months of May when this ruling was changed, and so missed this alteration.

You'll notice, I answered it consistently with Zen's first answer in your linked counter-example, before he took it to discussion and it was ultimately changed. But thanks for bringing it to my attention! I'll alter my first response in this thread.

So I saw this ruling....

But in your eagerness to point out it being incorrect, you missed the fact that Qalyar, above, had already brought that fact to our attention.

So, end result, *waves magic wand*... REVERSED! Sorry for the error.
