I'm sorry, but I'm not sure to what "two effects" you're referring. However, none of the effects of Game of Sincerity are simultaneous.
And the Seppuku Reaction triggers "before" you lose the Honor, so it would not be simultaneous with any of Game of Sincerity's effects either. It would reduce the 2 Honor loss to 1.
