If I am playing Yasuki Palaces and have the sensei Taka Sensei. Will my stronghold produce 2 or 1 gold for personalities?

Well, both traits have the same timing, "when paying for a Personality", so the active player would choose which effect is applied first, HOWEVER...
I would interpret Taka Sensei as applying a maximum of 2 to the amount of Gold the Stronghold produces ("only 2 Gold"), rather than reducing its production TO 2. So, regardless of the order in which the effects are applied, the Stronghold will produce 2 Gold for a Personality.
