Can Doji Shikishi use her effect to take the favor if she is dishonorable?
Yes. There is no general rule that a Personality must have 1 Personal Honor to take the Favor. I think you are thinking of the player ability for lobbying (which does require a Personality with 1 Personal Honor; http://rules.l5r.com/CE_The_Player#Player_abilities). But although the effect is similar to the "Lobby" player ability, Doji Shikishi's ability is not lobbying. It's completely separate.
