New Mantis Stronghold + New Phoenix Shugenja = Problem?

L5R CCG Rules board, 8 August 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

First and foremost, I do not have the exact name or card text for either of these cards, and I apologize for that.

At gencon, I picked up lots of cards and started building Empire-Legal decks for Lion, Phoenix, and Mantis, because Why Not. I played in / helped run several demos, so I got the demo versions of the Lion, Phoenix, and Mantis decks; I also got Before the Dawn Lion and Phoenix and the Forgotten Legacy box (which includes several Second City boosters). I tried to get Second City Mantis, but they were sold out.

Built Lion deck, lots of scouting and terrain fun. Looks interesting.

Built Phoenix deck, was disappointed by general lack of Fire Shugenja, but understand that Empire Isn't Even Legal Yet, so need to wait longer. I did notice the two copies of Isawa ???, Fire Shugenja, who has a Battle action that's "1 Ranged damage" usable an infinite number of times, but didn't think much of her; it's a neat concept, but nothing too spectacular. I think she's dual-bugged, not sure.

Then I got to the Mantis Stronghold, from the Gencon 2011 demo deck. It provides a Recon Reaction (after engaging) that grants reconnaissance at the current battlefield and causes your Ranged Attacks that fail to kill their target to reduce Force by the normal amount instead AND gives a second battle action, which must be a ranged attack targeting the same follower/personality. I pulled the previously mentioned Phoenix Shugenja, re-read her tags and ability, and decided she should go here instead.

Yes, I'm aware that there are lots of cards to bow/send home/dishonor and kill personalities. Yes, I'm aware that she can only eliminate one Follower or Personality without followers per action. Never the less, this seems hideously overpowered.

Since there aren't any Empire Legal Mantis with infinite ranged attacks, I would guess that this not intentional, though I could be wrong. I built the Mantis deck with 42 Dynasty cards because I do strongly suspect this is not intentional (I only have two copies of her atm). The easiest fix would be to give her the Loyal trait, but she doesn't have that yet.

Of course, I'm hardly an expert at the game, so it's possible I'm misunderstanding something.

EDIT: I've managed to track down the Phoenix Shugenja: Isawa Kaname. I don't know if posting images from cards is allowed, so I won't do that, but I'm guessing that if I can find online card databases, so can everyone else here.

I still can't find the stronghold, but it's been public for less than a week. I know it's the Mantis Stronghold from the demo deck, and I am almost 100% certain that it's Empire Legal.

I'm mostly just looking to know whether or not I'm understanding everything correctly.

EDIT 2: AHA! Mantis Stronghold preview on these very boards: viewtopic.php?f=313&t=93224 ...and a comment at the end of the first post pointing out exactly the thing I've just noticed. Oh well.

Problem?

Yes.

However, I'm sorry to have to tell you that the main problem is this.
