I bow Isawa Mitsuko to Debt Collector in order to pay the Gold cost of an action. (Turn the Tide, Moshi Takako, etc.)
Is Mitsuko bowing as a cost of the action, meaning that she could straighten herself
OR
Is Mitsuko bowing as a cost of Debt Collector's gold producing trait, which just happens to be paying for the cost of an action, and can't straighten herself?
Mitsuko: Reaction: Even if Mitsuko is bowed, after the resolution of an action that bowed one of your Air Shugenja as a cost, once per phase: Straighten that Shugenja.
Debt Collector: Bow this card: Produce 2 Gold. Bow this card and one of your Personalities: Produce 3 Gold.

Mitsuko is bowing as a cost of Debt Collector's gold producing trait, so her Reaction is not triggered.
