Permanent Encampment: Do both targets have to be at the current battlefield?

Both are targeted. Both are in units. Thus, both must be in the current battlefield.
Note also that transfering is not moving: only units move. This means that transfering a card to a unit at the current battlefield does not fall under the exception to the Rule of Location.
