A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 21 May 2011
Player A resolves War of Dark Fire.
On player B's turn, he attempts to gain honour (perhaps through the use of Doji Nukada), but reacts to the action with Only Actions Speak.
Does OAS or War of Dark Fire take priority, or is it up to the active player (Player B) to decide?

Active player picks.
http://rules.l5r.com/CE_Timing#Timing_sequence: "Apply any ongoing, continuous, or triggered effects that negate, prevent, or substitute the occurrence that defines the trigger, making the occurrence not happen in the first place. If more than one of these effects conflict, the active player decides the order in which they happen." Emphasis added.
