Hi. I dont sure how use to Bayushi Hikoko http://l5rsearch.com/db/search.cgi?cmd=detail&card_id=8433. Scorpion Clan • Samurai • Magistrate Political Battle: You may dishonor Hikoko: Target an enemy Personality. Bow him if his Personal Honor is lower than Hikoko's Chi. Dishonor the enemy Personality if you dishonored Hikoko. Force 4 Chi 3
In a battle, versus a opponent personality with PH 3 or more, Can I dishonor to Hikoko to bow and dishonor the opponent personality or only dishonor the opponent personality?.

If Hikoko's chi is not greater than the target's PH, the target will not be bowed by the action, because the effects are applied in the order they are written: you check Chi vs PH first to decide whether the target bows, then you check whether Hikoko became dishonoured to decide if the target becomes dishonoured.
