If a battle is ongoing at a current province and you harpoon a personality into the battle using such things as Manipulation and you have targeted a personality with say Jutsushi's is that personality still assigning to a battle and do they lose honor via the jutsushi's and veiled menaces, or is he just drawn into the battle?

To assign a unit and to move it are different effects (see below, emphasis mine), although both of them change the location of that unit. Anything triggered by assigning will not be triggered by movement, anything triggered by movement will not be triggered by assigning. Any change to a card's location is a movement unless it explicitly uses the verb 'assign'.
